Comments / Objections against the proposed Ocean View Development

Die Ocean View lae koste behuising projek word deur die Departement van Omgewingsake in Bhisho hersien. Hulle vra nou om verdere kommentaar op hierdie ontwikkeling. Aangeheg is 'n advertensie wat onlangs gepubliseer is in Our Times wat vra vir kommentaar/besware teen die wysiging van die Rekord van Besluit (RvB) om die voorgestelde Ocean View lae koste behuising toe te laat. Hierdie kommentaar moet ingedien word voor 16 Augustus 2011.
 
Dit is van kardinale belang dat soveel moontlik organisasies en mense gemotiveer word om op sekere voorwaardes beswaar maak teen die voorgestelde ontwikkeling. Weereens moet dit beklemtoon word dat ons is nie in beginsel teen die ontwikkeling nie, maar sekere voorwaardes moet ingesluit word in die gewysigde RvD om die belange te beskerm van die mense van Jeffreysbaai in die algemeen en meer spesifiek die voorstede aan die westekant van Jeffreysbaai. 
Sommige van hierdie toestande behels die volgende:

 1. 
'n Verkeers-impakstudie moet gedoen word om 'n alternatiewe roete te bepaal aangesien die pad tussen Jeffreysbaai en Aston Bay nie meer 'n toegangsroete tot die westelike voorstede is nie, maar eerder 'n interne pad na die Ocean View en Tokyo Sexwale woonbuurte.

2. 
Nuwe kruisings moet deeglik bestudeer word en geplaas word om die minimum inmenging te hê op verkeersvloei.


3. 
Behoorlike Grootmaat-infrastruktuur moet voorsien word voor die ontwikkeling kan plaasvind. Dit sal insluit die nuwe rioolsuiweringsaanleg (RSW), die opgradering van die Apiesdraai Riool pompstasie, die opgradering van die riool pypleiding van Apiesdraai na die RSW, 'n nuwe water reservoir addisioneel tot die ander reservoirs by The Fountains, die opgradering of die skep van 'n tweede 66kV lyn tussen Melkhout en Jeffreysbaai.

 4. 
Die voorgestelde uitleg sal lei tot swak sosio-ekonomiese toestande wat dan 'n baie negatiewe uitwerking sal hê op misdaad. Dit is dus belangrik dat die uitleg verander word om hierdie kwessies aan te spreek.

 5. 
'n Hoë-digtheid ontwikkeling word voorgestel met 'n minimum van openbare oop ruimtes (OOR) en sportgeriewe, welke leemte ook aangespreek moet word.

 Dit sal heel waarskynlik ons ​​laaste kans wees om druk op die owerhede uit te oefen om 'n behoorlike ontwikkeling te skep wat sal omsien na die belange van alle partye. 
Alle lede en spesifiek die belastingbetalersverenigings van Aston Bay, Marina Martinique en Paradise Beach moet kennis neem van die situasie en daarop reageer.


The  Ocean View Low Cost Housing project has been reviewed by the Dept of Environmental Affairs in Bhisho, who are now calling for further comments on this development.  Attached is an advert recently published in the Our Times calling for comments / objections against the amendment of the Record Of Decision (ROD)  to allow the proposed Ocean View low cost housing development. These comments must be submitted before 16th August 2011.

 

Iit is crucially important that as many organisations and people as possible are motivated to object to the proposed development on certain conditions. Again it  must be  stressed  that we are not against the development in principle, but certain conditions must be included in the amended ROD to protect the interests of the people of Jeffreys Bay in general and more specifically the suburbs to the west of Jeffreys Bay  . Some of these conditions must be the following :

 1.       A Traffic Impact Assessment must be done to determine an ALTERNATIVE route as the road between Jeffreys Bay and Aston Bay will no longer be an access to the western suburbs, but an internal feeder road to Ocean View and Tokyo Sexwale.

 2.      New intersections must be properly studied and placed to have minimum interference on traffic flow.

3.      Proper Bulk Infrastructure must be provided before the development can take place. These will include the new Waste Water Treatment Works ( WWTW ), upgrading of the Apiesdraai Sewer pump station, upgrading of the Sewer rising main from Apiesdraai to the WWTW , a new water storage reservoir at the other reservoirs on The Fountains, upgrading or a second 66kV line between Melkhout and Jeffreys Bay.

 4.      The proposed layout will lead to poor socio-economic conditions which will have a very negative impact on crime.  It is therefore important that the layout be changed to address these issues .

 5.      A high density development is proposed with minimum of Public Open Spaces ( POS’s ) and sporting facilities which must also be addressed.

 This will most probably be our last chance to exert pressure on the authorities to do a proper development that will look after the interests of all parties.  All members and specifically the Rate Payers Associations of Aston Bay, Marina Martinique and Paradise Beach should take notice of the situation and respond to it.
