Since the year 2000 the Municipal Systems Act has allowed for the formation of Ward Committees within municipalities. A ward committee consists of 10 residents elected from a specific municipal ward at a public meeting. The committee members are expected to convey issues and problems from their fellow residents to the elected Councillor representing their ward, and to communicate information from the municipality back to the residents.  Ward committees are supposed to meet once per month, but this not always the case.  The committee members are expected to involve themselves in issues such as the Integrated Development Plan (IDP) for their area, to study, understand and comment on the municipal budget, and to monitor municipal performance through a Performance Monitoring System (PMS).

Ward committees are quite separate from the residents association (although they may have members in common), and are non-political. Ward committee members are not paid, but may be reimbursed for expenses. The central government provides free training for ward committee members, and allocates funds for the execution of their duties.

If you would like to stand for your Ward Committee, inform your local councillor, and come along to your scheduled ward meeting. We would appreciate an email to info@jbayra.com as well, to keep us informed of the response.
